California Graduated Driver Licensing (GDL) System
1. Provisional Instruction Permit (Age 15½+)
- To apply for a provisional instruction permit, teens must:
- Be at least 15½ years old.
- Complete a DMV-approved driver’s education course (such as DMVEdu’s online course).
- Pass a written knowledge test and vision test at the DMV.
- Restrictions:
- Teens must be accompanied by a licensed adult (age 25+) while driving.
- The permit must be held for at least 6 months before applying for a provisional license.
2. Provisional Driver’s License (Age 16+)
- To apply for a provisional driver’s license, teens must:
- Be at least 16 years old.
- Complete 50 hours of supervised driving practice (10 of these hours must be at night).
- Pass a behind-the-wheel driving test at the DMV.
- Restrictions:
- No driving between 11 PM and 5 AM for the first year unless accompanied by a licensed driver age 25 or older, or for school/work purposes.
- No passengers under age 20 for the first year unless accompanied by a licensed driver age 25 or older.
3. Full Driver’s License (Age 18+)
- At age 18, or after holding a provisional license for at least 12 months without violations, teens can obtain a full, unrestricted driver’s license.
- The night driving and passenger restrictions are lifted at this stage.
The GDL system helps ensure that young drivers develop their skills gradually in a controlled environment, reducing risks on the road. California’s GDL laws are strictly enforced to enhance road safety for both new drivers and the public.

- You must score at least 70% on each quiz to move to the next unit.
- Once you finish all units, you’ll take a 30-question final exam, requiring a minimum score of 70% to pass.
- Quizzes and the final exam can be retaken as many times as needed.
Certificate of Completion
After passing the final exam, your DMV Certificate of Completion will be mailed to you. This certificate is required to take the written permit test at the DMV.
