Delaware Graduated Driver Licensing (GDL) System
Delaware uses a Graduated Driver Licensing (GDL) system to ensure teens gain safe driving experience before earning full driving privileges. Here’s how the system works:
1. Delaware Learner’s Permit (Age 16+)
- Teens can apply for a learner’s permit after completing a driver education course.
- Requirements:
- Pass a vision screening and written knowledge test at the DMV.
- Complete at least 30 hours of classroom or online driver education, including 10 hours of supervised behind-the-wheel practice.
- Restrictions:
- Permit holders must always drive with a licensed adult (age 25+) in the front passenger seat.
2. Delaware Intermediate License (Age 16½ – 18)
- After holding a learner’s permit for at least 6 months and completing 50 hours of supervised driving (10 hours at night), teens can apply for an intermediate license.
- Restrictions:
- No driving between 10 PM and 6 AM unless for school, work, or emergencies.
- Only one non-family passenger under age 18 is allowed.
3. Full Unrestricted License (Age 18+)
At age 18, or after holding an intermediate license for 12 months without violations, teens can apply for a full driver’s license, lifting all restrictions.
